THE LETTER TO THE PRESIDENT

     Mr. President of Russian Federation, Dmitry Anatolyevich! Let me address to you not as a private person, but as the head of the regional public organization of the Russian Federation “Association of Crimean Tatars”, registered by the order # 8790 of the Ministry of Justice of Russian Federation on February 11, 1998.
     The thing comes to few extraordinary events that occurred lately and it seems like they did not relate to each other, but in fact they are links of one chain. First of all I’m telling about the incident in stanitsa Kuschevskaya that made it famous. As you know the whole family of Ametov was slaughtered there. And it wasn’t a gangsters’ shoot-out, but a Nazi action that reminded massacres of German fascist during the World War Two when young and old all were killed only for being Jew, for example (recall Babiy Yar). The same principle was applied in stanitsa Kuschevskaya.
     One could tell very long stories about the orders that reign in Krasnodarsky Krai, though. The human rights defenders wrote the whole books about this (A.Osipov, V.Korostylev) they openly tell that governor Tkachev is an ardent nationalist who stated once that there is no place for Turks Meskhetians, Kurds, Armenians, Romas and other dissenting people in Krasnodarsky Krai (I guess, saying “other dissenting people” he meant Crimean Tatars). He never abandoned his position. Mass emigration of Turks Meskhetians to USA in 2004 was the result of governor Tkachev’s purposeful activity, who created unbearable life conditions in his province for citizens of USSR that were out of his favor. So, Tsapok - his closest associate, deputy acted according to front-office policy of the governor.
     Murder of small children belonging to other nationalities is the direst consequence of the ethnic policy of the authorities of Krasnodarsky Krai. So, what? Maybe as a consequence of his subjects’ sacrilegious acts his position weakened? Nothing of this kind! Several months passed and Tkachev is still all so goody-goody. Does it mean that the people’s saying “Fish rots from a head” is wrong? No, it isn’t. The acts of terror that occurring more often lately testify to the fact that one couldn’t built the national policy of the multiethnic state on racial and national hatred, because “as the call, so the echo”.
     That is why until there will be such people as “tkachevs” in the government, the acts of terror will continue. You see, the acts of terror are one of the forms of protest of helpless minority against the despotism of the majority. Create the normal democratic life conditions in the state and the acts of terror would stop. This is an axiom. It means that one should start with dismissal of all kinds of nationalists - chauvinists and communists – Nazis from state posts. This is not a single condition, but it is one of the major ones.
     Then, one should revive the Ministry of Nationalities and at the same time one should finally stop the backward motion towards totalitarianism. It is nonsense, when there is no Ministry of Nationalities in the multinational state. Someone has to develop and carry out a reasonable ethnic-national policy based on free commonwealth of nations. There is nothing terrible if the federation would suddenly turn into the confederation (such development of events is quite possible on the move to the democracy). The traditional economic ties won’t let Russia falling apart. You know, Europe is developing right in this way.
     Excuse me for giving you advices. But I do it only on the assumption of kind and reasonable motives. The brevity of my thoughts is caused by the necessity to be lapidary. I’m a scientist and a writer. In 1990s I was one of the founders and leaders of the Confederation of the Repressed Peoples of Russia and at the same time an official at the Ministry of Nationalities. Before that in early 80s at the very orgy of “Andropovschina” I served my sentence in the camps for dissidence. “International amnesty” stood up for me.      In conclusion, I would like to ask you once more, do not discredit yourself and authority and get rid of such people as Tkachev and the like. The French people used to say: “The Retinue plays the King”. It would be very undesirable if you were played by that part of Retinue which you didn’t create.
