The ghost of revolution is already roaming about Russia. It could be seen already with the naked eye. The so called "marches of discordants" held at the beginning of 2007 were just the visible part of an iceberg that showed the hidden discontent of people deceived by the present authorities. What do not like people participating in protests and demonstrations? Who are they and how numerous they are? Any outside observer involuntarily has such questions.
Though, I must mention from the very beginning: mass protests take place exclusively in the capitals. The province still preserves silence sleeping. Though, it always was like this. It was one hundred and ninety years ago and even most recently. The second question is how serious this all. Could the discontent of a certain part of population living in both capitals become the general phenomenon? In order to understand this let's try to analyze the moving motives of "discordants" with the existing regime.
The most active malcontents are retired people obtaining a miserable pension the size of which is lower than the living wage. They haven't seen it even during the governance of the hateful communists. So called annual rises of pension, in fact, are pure profanation, because these "increases" do not even compensate the unceasing very high inflation. In the result the retired person, in fact, is getting poorer and poorer year after year. One should also take into consideration the fact that there is no institute of charity in Russia. It is only in America and Western Europe one could do oneself well having the assistance from various charitable humanitarian organizations even without any pension that, nevertheless, exists and comprises 60% of the average salary. We couldn't even dream of it.
The other objective factor of public discontent is the huge difference in incomes of various state officials whose number increased considerably compared with the Soviet Union and the rest part of working population. In our country this difference went beyond all limits and in normal capitalistic countries could be resulted in burst of revolutionary moods long ago. Though, peace and quiet reigns in Russia. We have such convenient for the authorities creeping and obedient people drilled by the thousand-year slavery and selectively cleaned by Stalin's cleanings. One thing is not understandable though, where from these "discordants" came from. You see, KGB officials seizing power today did their best killing very recently any parvenus. Here they come again. It might be the enemy agents came from America. The official reposts do not contain any other explanation to this.
Nevertheless, let's return to the objective indicators. In Germany the difference in the incomes is in about 5-6 times. It was determined that if this indicator will exceed 8 there will it would result in revolution. In Russia this indicator comprises 15,3 according to the official data. According to the unofficial - it went far beyond 30 and is something about 50. The Russian authorities know this well, so I don discover the America. Nevertheless, they do nothing. This is all because the regime knows what kind of people it deals with. First, Russian bond slave never even identified himself with the lord. He always knew his place. Second, the professional KGB agents seizing power recalled the seventy-year methods of governing the communist country when they reduced all people in their rights to the cattle and treated people like cattle having no rights. That is why the western indicators do not work in Russia. Russian backwoods used to cattle existence. They will kiss the ground before lord and even stone everybody in their midst who will dare to state about their human dignity. To render unto Caesar the things that are Caesar's. Such are the conceptions and Russia lived and lives according to them up to now. It doesn't live in compliance with the common laws the advanced capital's residents insist on.
That is why nobody in Russia likes Moscow's residents. You see, Moscow's residents talk about some laws and the Constitution. There were not ever laws in Russia common to all its residents. For some of them the laws were written, but for the others they weren't. This is a common knowledge and all Russian governors follow it both in the past and today.
Thus, govern Russia is quite a cunning thing, because it's not a solid-state. From one hand one should know the mentality of Russian people, slave by birth. However, from the other hand one shouldn't exclude the canker of the West. Especially now, when there is no iron curtain and this western influence corrupts old-fashioned Russians step by step. Though, the tradition preserved and the possibility to shot the mouths of some too nimble journalists and close free television, and to beat the lovers of the demonstrations with batons of the policemen taken from the depths of the country. (This is where the provincials let off steam on Moscow's residents!) However, one not very successful in introducing a little bit forgotten communist methods in everyday life. The times are different, anyway. How they wish it come true!
Why? Because the same people who very recently defended the communist orders are governing the country now. One couldn't already alter these people. The nostalgia over the passed methods of influence reveals itself from time to time. However, I suspect that it would play an evil joke with them. The makers of our destinies are preparing the coming revolution in Russia with their own hands, because they do not see the real state of events due to this very nostalgia.
Making people keep silence instead of improving and eliminating the errors of one's unprofessional activity isn't the best way of prevention of mass protests. However, I repeat, these governors were taught by the communists and that is why they can't keep pace with the course of the modern changes in people's minds, especially the young ones who did not know enough the regimentation of the communist ideology. Kremlin's officials couldn't understand the young generation. The existing regime all the time looks back at the humble mass of ignorant provincials who really don't even think about murmuring at the authorities. Two thirds of Russia's population are primitive thinking Philistines demanding nothing from the authorities: if only there won't get worse, they consider. However, worse than in 90th was only in the war of 1941-1945. So, if it isn't worse than it's all right. The regime relies on these very Russian modest people.
However, many people in the capitals are thinking different. This very fact frightens the authorities. Even a fool can govern the feudal retrograde country. That is why the fools and ignoramuses step by step killed and left to rot in gaol all kinds of know-all for 70 years (the rest maintained a discreet silence or pretended to be fools). Everything looked fine: "peace and order". However, the revolution of the 90th overthrew the rule of fools and the country was taking an airing of freedom for ten years. Many clever and smart people quickly took their cue and left abroad. Fools and not very prompt smart alecks remained in Russia again. The last grumble seeing how very purposeful the fools restore their power, in other words, the communists that took another face this time. The most incompetent government in the history of Russia was formed from the remained fools (very dutiful and devoted, though). It does one stupid thing after another, or does nothing at all, sitting on their hands in embarrassment.
I would like to give an example of just another foolish thing.
As people say: fools are lucky. Well, the fools that sit today in the government are unspeakably lucky. The world's economic situation for the last 8-9 years was favorable to the unrestrained increase of oil prices. The world has never seen anything like this. For our country - one of the producers of oil it became like a divine grace fallen from heaven. A real Bible manna from heaven.
So what? Do we start living better? Not a whit! Instead of using wisely this gratuitous money - this providential God's gift, our botchers established notorious so called Stabilization Fund that doesn't give our country a Ruble of income and doesn't promote to the development of the national economy. And what is more remarkable there wasn't a single clear head - neither in the Government, nor in Duma, nor in Kremlin, in order to invest this money into the industry, building of houses, roads, etc. Because of the "C" pupils appeared by accident in the government of the country Russians did not obtain this manna from heaven. Then who did?
According to IMF as on December 2006 the Bank of Russia lodged in to the foreign banks accounts 106,5 billions US dollars. In other words, Russia provides the whole world with cash foreign currency and deposits, that doesn't do any country respecting itself. For example, USA never gives a cent (0%) of its emergency fund of 65 billions US dollars to the foreign banks. Hong Kong "shared" only 3,4 billions US dollars of 132 billions US dollars (0,3%) putting it in the branches of the foreign banks in Hon Kong, that is, in fact, left the money in the country in order that they kept on working for its economy. Japan acts the same way, sending abroad just 0,0004% of its emergency fund. In Norway this sum isn't large as well - 0,13%. We give 37% of our huge emergency fund, generously financing foreign economies. At this, we themselves are wearing rag, figuratively speaking. You see, the income from financing world's economy gives tiny percentage - just 2-4%. How, couldn't one exclaim after this that we live in the country of fools!
Finally, the intellectual elite of the country started loosing its patience and tolerance towards the existing regime. On "Round Table" recently held by the Chamber of Commerce and Industry of Russian Federation the chief reporter Igor Suzdaltsev openly stated that "we must stop financing the world's economy and start investing into our own". Being the head of the department of financial institutes of "INVESTBANK" he claims: "The myth that emergency fund is the salvation from financial crisis is as stupid as dangerous". In case of national crisis the accumulated funds "would be enough only for few days, if not hours". In case of world's crisis - we automatically would have our own crisis, because all our reserve funds are abroad.
The given example of bungling of Russian governors is just a tiny part of incompetence of the whole existing regime. And this incompetence shows itself not only in economy, but in the whole spectrum of state bodies all-round. One has an impression that the country is ruled by the people far from state thinking, in other words, come-and-go people chose not according to the principle of competence in this or that field, but loyalty and devotion to the master of people's destinies sitting on the top of the power pyramid established by him. (One could recall that Stalin built his own pyramid according to the same principle). Come-and-go people who have been governing the country from the very beginning of the new millennium already for seven years never understood their responsibility for their deeds or their omission. Blaming them in non-understanding of their role is as senselessly, as blaming the fool of lack of wits. It's a pity: when the people incapable of a certain activity for all that take the posts that are beyond their wits, attracted by high salary. They couldn't refuse from the attractive offer thinking that by utter devotion and dog's faith they would justify the duties imposed. You see, they were not elected by people, but were appointed by a chief, and it is far easier to please one person than the whole people.
These very officials arouse people's indignation. People are indignant at their dullness. They feel angry and indignation. However, all this considering, they do not even think about fastening their eyes on the one who had appointed these fools on their positions. Everybody likes and adores our President. And it's a common knowledge that a loving person can't think objectively, because love is stronger than mind. Such is the human's nature. There are very few people having good sense. The mind of such people is stronger than their instincts. And they are able to manage control, avoiding the fatal mistakes. However, they can't stand the authoritarianism and they could say to any chief right into his eyes what he does right and what does wrong. That is why such kind of people is not taken to the retinue. Recently the President had one such advisor whose name was Illarionov. He was dismissed. He appeared to be too clever and to brave. He didn't blend with the general harmony.
Actually, the authoritarianism restored in post-Yeltsin's time step by step and thoroughly, in KGB way replaced from the political scene all the competitors to the existing regime. You see, the new national Presidential elections are coming. Though, it won't common to the whole people, because the lower verge was abolished. Now if even one single person would take part in the elections it would be recognized as legitimate. If the things would go this way the elections would be abolished as not wanted soon.
However, it seems like the things wouldn't go so far. Regardless the predominance of people with authoritarian mentality in Russia, the democrats are born as well. As a rule, these are thinking and that is why independent people. These very people turn the human herd to the human society. The higher the culture of this society would be the lesser chances the supporters of the authoritarianism would have. This is an objective process predominating today in the European culture. This is a historical process and one couldn't turn it back. That is why the spreading of authoritarianism in Russia would provoke only the revolutionary burst. And this burst won't acquire the orange color, because in Russia, in half European and at the same time half-Asian country the revolution could be only bloody-red.
Would the present authoritarian regime in Russia have enough wisdom to avoid the ripening revolution? It's a question for a while. However, it seems like it's a rhetorical question, because wisdom visits only clever heads.
